Measurement Standards & Commercial Vehicle Compliance (MSCVC)
The Measurement Standards & Commercial Vehicle Compliance (MSCVC) Division plays a critical role in maintaining safe, efficient, and compliant transportation systems across Alaska.
The division is responsible for Commercial Vehicle Enforcement, Weigh Station Operations, Weights & Measures Inspections, and Public Safety & Compliance.
MSCVC employees serve as frontline representatives of DOT&PF—supporting industry, protecting infrastructure investments, and ensuring fairness and safety statewide.

Curt Rogers
Fairbanks International Airport Recruitment Coordinator
Curt Rogers is the Recruitment Coordinator for Fairbanks International Airport, bringing experience in legal administration, human resources, public service, and military service. Before joining FAI, he spent nine years with Rogers Law Group and also worked for Denali National Park and the State of Alaska’s Division of Public Assistance. Curt is retired from the 168th Alaska Air National Guard and holds degrees from the University of Alaska and Johns Hopkins University. His broad experience and strong interpersonal skills make him a valuable member of the Alaska International Airport System recruitment team.

Shelly Saviers is a Recruitment Coordinator for the ASD in Juneau. A lifelong Juneau resident, Shelly has over 25 years of experience working with the Department of Transportation.
Shelly is married and has four sons, two daughters-in-law, and a delightful 8-month-old granddaughter. Outside of work, she’s been a group fitness instructor at the Alaska Club for decades and enjoys spending time with family and friends.
Shelly loves reading, hiking, biking, and cross-country skiing. Despite her recent ankle replacement, she still enjoys dancing, cruise vacations with her husband, and adventurous trips.

Jessica Miller is the Recruitment Coordinator for Facilities Services and has been with the division since 2019. A lifelong Alaskan, she brings a strong background in people-centered leadership, including five years managing an assisted living facility before joining DOT&PF. Outside of work, Jessica enjoys camping and four-wheeling with her three children, traveling to new countries, and exploring creative projects such as laser cutting, sublimation, and CNC design. Teodore “Teo” Odena is the Recruitment Coordinator for the Central Region and Statewide Aviation, based in Anchorage. A 19-year Alaska resident, he holds a degree in mathematics from the University of Alaska Anchorage and brings more than nine years of experience with the Alaska Department of Fish & Game, where he supported recruitment, payroll, and personnel matters for the Arctic-Yukon-Kuskokwim region. Becca Fox serves as the Northern Region Recruitment Coordinator and is based in Fairbanks. Justin serves as the Administrative Operations Manager for the newly established DMIO team. He brings nearly 10 years of experience with the State of Alaska, including six years in social services overseeing administrative operations for the Office of Children’s Services, Senior and Disabilities Services, the Alaska Commission on Aging, and the Governor’s Council on Disabilities and Special Education. Justin also previously worked with DOT&PF in several roles, including as a college intern. Miranda Varvil
Anchorage International Airport Recruitment Coordinator
Miranda serves as the Recruitment Coordinator for Ted Stevens Anchorage International Airport. She has worked for the State of Alaska since 2014, with experience across the departments of Administration, Corrections, Public Safety, and Health. Before joining DOT&PF, Miranda supported Alaska State Trooper recruitment for nearly three years and previously served in several human resources, criminal justice, and corrections roles. Raised primarily in Alaska, she now lives in Wasilla with her husband and four children. Outside of work, Miranda enjoys spending time at the hockey rink and exploring Alaska’s outdoors.
